I believe it will be best not to proceed with the erection of any part of this wall until the filling in at the back is completed by the Tenants, who notwithstanding the Bond which they have lately signed are not taking active steps in the matter: A Sea Wall however strong if not properly backed up is liable to be thrown down by a Typhoon. Nearly all the remainder of the Wall, about half finished has been injured on an average. Injury done to that part of the Sea Wall which was in an unfinished state must I presume be borne by the Contractor, the Cost of repairing that portion which was finished will be about £2000. Neither Repairs nor New Wall Should
